Role-based photo visibility

What shows here depends on the viewer's role. Admins and authorized GCs see full thumbnails filterable by project, building, worker, badge, or date. Roles without photo access see only the health of the transfer pipeline — counts by contractor, sync status, queue depth, and confirmation that every photo made it to the server and any downstream integration. Owners who don't want photo access get a clean transfer-health dashboard, not the images.
